Permits run through LADBS

Encino is City of Los Angeles, so a bathroom permit here is an LADBS permit. A cabinet or fixture swap inside existing walls still needs a permit. LADBS lists a bathroom remodel with no structural changes, and replacing or adding plumbing fixtures, as Express Permit work: no plan check, but a permit and an inspection all the same. A new shower location, a tub-to-shower conversion, relocated fixtures, structural openings, or new mechanical exhaust go through full plan check as well.

The 1970s–'80s infrastructure question

Much of Encino's estate housing still runs on its original-era systems: cast-iron drain stacks, copper supply, and electrical panels undersized for what a modern primary bath draws. Heated floors, steam showers, and body-spray systems often justify a 200A panel upgrade. Behind the tile, waterproofing from that era was typically tar paper over a metal pan — on a real rebuild, replacing it is the standard call, not the exception.

Code the rebuild must meet

Anti-scald shower valves per the California Plumbing Code, GFCI receptacles within reach of the sink, mechanical exhaust ducted to the exterior, and a continuous waterproofing membrane behind the tile. Do I need a permit to remodel a bathroom in Encino?
For most full remodels, yes. Swapping a vanity, toilet, or tub in place, like for like, qualifies for an LADBS Express Permit rather than being exempt: no plan check, but a permit and an inspection all the same. But once supply or drain lines move, walls open, circuits are added or relocated, a tub converts to a walk-in or zero-threshold shower, or new ventilation is cut in, LADBS requires one. Layout changes, primary-suite reconfigurations, and anything structural or touching waterproofing always get permitted. Who issues an Encino bathroom permit?
Encino sits inside the City of Los Angeles, so every residential permit belongs to the Los Angeles Department of Building and Safety. As a matter of our own practice, we file Encino plans at the LADBS Van Nuys Development Services Center and manage plan check and inspection scheduling from there. We coordinate the whole path — submission, corrections, inspection scheduling — directly with LADBS on your behalf.
Does it matter whether my Encino lot is flat or hillside?
For a bathroom that stays inside the existing walls, usually not — the LADBS plan check is the whole path. Lot character does vary sharply across Encino, though, and hillside parcels in the R1, R1H, RS, RE, or RA zones fall under the LA Baseline Hillside Ordinance, which applies to new construction, an addition, or a major remodel (LAMC 12.21C.10) rather than to any project that merely touches the exterior. Separately, Royal Oaks Estates CC&Rs and a few Encino Hills tract HOAs add their own architectural sign-off on exterior-visible changes such as new windows, skylights, exhaust penetrations, or chimney work. We verify hillside, HOA, and CC&R status on the first visit and, where review applies, run it in parallel with the LADBS permit so neither track waits on the other.
When do we pick tile, stone, and fixtures?
Early, and in writing. Each category — vanity millwork, stone slabs, specialty tile, special-order plumbing fixtures — carries its own lead time, and the spread between vendors is wide. During design we confirm dates with every vendor, and demolition does not start until each selection is locked. That single discipline is most of the reason our schedules hold.
How does Hillstar waterproof and ventilate an Encino bathroom?
With a complete membrane assembly, never shortcuts.
