Encino Bathroom Remodels,
Built for the Long Run

For most full remodels, yes. Swapping a vanity, toilet, or tub in place, like for like, qualifies for an LADBS Express Permit rather than being exempt: no plan check, but a permit and an inspection all the same. But once supply or drain lines move, walls open, circuits are added or relocated, a tub converts to a walk-in or zero-threshold shower, or new ventilation is cut in, LADBS requires one. Layout changes, primary-suite reconfigurations, and anything structural or touching waterproofing always get permitted. Hillstar pulls the permit, runs the plan check, and stands at every inspection — you never deal with the counter.

Encino sits inside the City of Los Angeles, so every residential permit belongs to the Los Angeles Department of Building and Safety. As a matter of our own practice, we file Encino plans at the LADBS Van Nuys Development Services Center and manage plan check and inspection scheduling from there. We coordinate the whole path — submission, corrections, inspection scheduling — directly with LADBS on your behalf.

For a bathroom that stays inside the existing walls, usually not — the LADBS plan check is the whole path. Lot character does vary sharply across Encino, though, and hillside parcels in the R1, R1H, RS, RE, or RA zones fall under the LA Baseline Hillside Ordinance, which applies to new construction, an addition, or a major remodel (LAMC 12.21C.10) rather than to any project that merely touches the exterior. Separately, Royal Oaks Estates CC&Rs and a few Encino Hills tract HOAs add their own architectural sign-off on exterior-visible changes such as new windows, skylights, exhaust penetrations, or chimney work. We verify hillside, HOA, and CC&R status on the first visit and, where review applies, run it in parallel with the LADBS permit so neither track waits on the other.

Early, and in writing. Each category — vanity millwork, stone slabs, specialty tile, special-order plumbing fixtures — carries its own lead time, and the spread between vendors is wide. During design we confirm dates with every vendor, and demolition does not start until each selection is locked. That single discipline is most of the reason our schedules hold.

With a complete membrane assembly, never shortcuts. Shower and tub surrounds get sheet-applied or liquid-applied membrane behind the tile, sealed at every corner, transition, and drain, with a pre-slope and waterproofed curbs under walk-in and zero-threshold showers; steam baths carry the membrane to the ceiling with vapor-sealed transitions at the generator lines. Every bathroom also gets a correctly sized exhaust fan ducted outdoors per the California Energy Code (Title 24) and CRC, with humidistat or timer control in primary baths. In Encino's older housing we routinely find galvanized supply, cast-iron waste, and subfloor moisture under the existing tile — all of it addressed before new work begins, because that is what decides whether a bathroom lasts decades or fails quietly behind the grout.

Start with the license. Hillstar Construction Inc is a licensed California general contractor, CSLB #972213, and you can check any California contractor's license number on the CSLB website before you sign anything. After that, the questions that actually separate bathroom remodeling contractors are practical ones: who pulls the LADBS permit and stands at the inspections, whether the crew in your house is the contractor's own or a rotating set of subs, whether the bid is an itemized written scope or a set of allowances, and whether the warranty is in writing. It depends on which project you are actually doing — a cosmetic refresh, a full primary-bath rebuild, or a custom suite taken down to the studs — and on finish level, materials, fixture packages, and whether plumbing relocates. What we do not do is guess. At the consultation we scope the room with you, fold in any aging-in-place upgrades while they are still simple to design in, and hand you an itemized written cost breakdown.
