Permits, Lots & What’s Specific to La Crescenta
La Crescenta is a foothill community, and most of it is unincorporated Los Angeles County. That changes who reviews the plans, what the fire-zone rules ask for, and how the foundation is designed.
Permit jurisdiction
For the unincorporated La Crescenta-Montrose area, ADU permits do not go through LADBS or a city building department. LA County’s step-by-step guide sets out the path: a Regional Planning application through EPIC-LA first, with a decision on a complete ADU application within 60 days, then a building permit from LA County Public Works Building & Safety, also through EPIC-LA. Some parcels labeled La Crescenta fall inside the City of Glendale, which processes its own ADU permits. We confirm your parcel’s jurisdiction before we submit, so the plans go to the right agency the first time.
County ADU standards
Under the County’s local standards a single-family lot may add one attached ADU, one detached ADU and one junior ADU, and a junior ADU is a unit no larger than 500 square feet located entirely within the single-family residence. State law separately allows a statewide-exemption detached ADU of up to 800 square feet with four-foot side and rear setbacks, and requires no setback for an existing garage or accessory structure converted in place. When a garage is converted for an ADU, no replacement parking is required. The County’s development standards for ADUs sit in Section 22.140.640 of its Zoning Code.
Foothill overlays
In a Very High Fire Hazard Severity Zone the County permits an ADU when the lot has two distinct means of access to a highway, each 24 feet wide and built to Public Works standards, or a single access when the lot fronts directly on a highway; the statewide-exemption ADU types are not subject to that access requirement. Outside the fire zone no ADU parking is required; inside it, one uncovered space is required unless an exemption applies. Sloped parcels can fall under the County’s Hillside Management Area rules, and exterior scope on certain corridors can be shaped by the La Crescenta-Montrose Community Standards District. We check each of these for your address at the design stage.
